I don't know of much spyware that disbles screensavers, are there any more symptoms? What virus/firewalls are you using? The only thing I can think of is the screensaver you're trying to use is corrupted. Have you tried another one?

I had the same problem, drove me nuts finally called Dell. You need to do the following;

Click on Start, then run, type in "msconfig"

A window will open click on Startup tab,  at the bottom of the page click on disable all and then close.

Good Luck,

Roger

Well I was having the same issue with an older microsoft wireless mouse (intellimouse). Finding the right driver for this mouse on the microsoft is h e double hockey sticks. I tried them all and it didn't correct the problem (im getting a logitech next time). I wet nuts trying to find the cause for this, cvause I was worried about my new 19 inch LCD getting burn in. I tried everything, different SS different settings. It works if I set it to 1 minute timeout, but nothing else.

I even repaired the windows installation. No luck.

I reinstalled a clean copy of XP from the Dell disk (which I had to ask dell to send me for my brand new XPS400 system mind you). Still was not working. Tried All the hotfixes, winddows updates, all new driver and the newest dell firmware for the bios, NO LUCK!!!!

I think the problem is with the microsoft mouse.

Same problem here.  My screen saver would not work with a cordless keypad or mouse.  I put the corded models back on and it worked fine.  I tried a Logitech wireless mouse but the same problem existed.  Using the old key pad is no problem, but I do like the wireless mouse, but will stick with the corded model until I find a good fix.  I worked for the better part of this past weekend trying to figure this thing out until I checked the forum.

Yup....Same here...I bought a microsoft cordless mouse for my Inspiron laptop and hit disables the screen saver. Strange how MIcrososoft mice dont work with their OP system (Vista). Hopefully they will come up with a patch soon.

Any suggjestions?
