Secure Sockets Layer (SSL) port 443 problem ?enabled? / not accessable

DELL DIMENSIONS 8400 - BRAND NEW - WINDOWS XP PRO W/ SP2 - INTERNET EXPLORER 6.0.2900.2180 Having problems accessing a secure application which needs ports 443 and 80 enabled. I trade on the stock market and I use a program called ScottraderELITE to trade and view realtime quotes and graphs. After starting the application a window pops up checking for updates (uses port 80). Next, another window is supposed to popup to input my username & password (uses port 443). This window never pops up therefor I can not use the program. On my older computer ScottraderELITE has always worked and still does.  Both the new pc and the older computer are hooked up to a Linksys BEFSR41 router which is hooked up to cable modem.  I have ran port tests which show port 443 is blocked eventhough I've enabled it everywhere through windows and internet explorer.  I've tried disabling firewalls, exiting firewalls, made exceptions for it to work with firewalls, etc, and it still does not work. I've contacted DELL, MCAFEE, and SCOTTRADER and here's what they said: SCOTTRADER:  Said if I can access the first window after starting application, port 80 is enabled.  If the second window with username / password does not popup, then SSL port 443 is blocked. MCAFEE: Made sure definitions were up to date. Disabled WinXP firewall, disabled Mcafee security center w/ privacy service, personal firewall, and virus scan with different variations to see if one of them was a problem and not others.  They then said, if it is still not working after completely closing Mcafee they have done everything in their power, to then contact computer manufacture.   DELL:  Made sure SSL 2.0 & 3.0 are checked, made sure cookies are accepted, made sure I have certificates in content tab of Tools/Internet Options, made sure Cipher strength is 128-bit, start/run/regedit: backed up winsock & winsock2 folders to diff. directory; then deleted original folders (not backed up ones); start/run/netsh int ip reset delllog.txt, repaired WinXP w/ CD. Then said, the next thing to do is backup all important files and re-format.  He said 100% it would work after re-formatting and re-installing windows.  I don't want to do this unless it is the last thing possible.  I just wanted to see if anyone on the thread will be able to help before going to the last resort of re-formatting. LINKSYS BEFSR41: Setup/Forwarding Ext. Port (I've tried all combos 442-444, 443-443,440-445), Protocol TCP, Enabled Port Triggering - Port Range 443~443 - Incoming Port Range 443~443 UPnP Forwarding - Name: TCP, Ext. Port: 443, Protocol: TCP, Int. Port 443, Enabled I may have forgot something I've tried, so if you have any ideas or need to know more information, please let me know.
