Speedstep and XP

Just switched from W2K to XP and everything seems to be fine, except that the cpu runs hotter and the fans are on more often now. I'm using l8kfanGUI and found out that the cpu always runs on full speed, even when I'm not using the computer at all. Isn't XP supposed to alter this automatically?

Anyways, just found SpeedSwitchXP which I thought would solve this, but the cpu still runs on full speed all the time, no matter what settings I use, why is that?

On W2K it ran on 1.2 GHz most of the time and way cooler than now.
