Startbar Has dissapeared

One day i was playing my game (world of warcraft) and when i minimized the game the startbar was not there, not minimized or hidden, just wasnt there.  when this happened i opened up the control panel, and went to the task bar and start menu icon.  after i double clicked it, thats what my setting is, it highlighted then nothing happened.  so then i right-clicked it and again nothing happened.  So i just decided to leave it alone, and made sure it wasnt a virus by running a scan, and just recently when i have been minimizing my game with alt+tab has there been a second when the screens are changing the startbar appears in the middle of my screen then isnt there.  I have tried to see if the wallpaper was covering it up but it is not. thanks for the help

Sorry, but i do not understand what safe mode is.

Nope, i also tried that on both the sides and the top of the screen, no drag arrow.

restart your system, tab the F8 key about once per second till you get a windows startup menu, arrow key to SAFE MODE, press enter

I forgot to say its a Dell Dimension E310 and i have windows XP

Does the taskbar appear in the safe mode?
 
If you run your mouse pointer to the bottom of the screen, does it turn into a double headed arrow (Up n Down)?   If it does, then with the double arrow indicated, press n hold the left mouse button & move the mouse up until the taksbar appears then release the left mouse button.

don't hold down tab.  I beleive the previous poster was trying to say "tap" the f8 key.  Try that this time before the Windows logo appears with the moving blue or green bar underneath.  You should be able to see different boot options, select safe mode.

I holded down tab and and pressed f8. did it once per second many times and nothing happened

Ok i went into safe mode and it turned out my startbar was there, what does this mean and should i just run my computer in safe mode. or what does it being there in safemode tellme

Anyone know what i should do when the startbar is only available in safe mode? is there a program that is only in safemode? thanks - Matt
