Task Bar Turning Blue!!!
I am running Windows ME and recently my Task Bar has been turning solid blue after my computer comes out of hebernation. I have to shut down and reboot because none of my programs will work.

Go into your Power Management properties and set your settings to:
See if that corrects the situation.
I believe that "hiberation" was designed for laptops. Desktop Dimensions do not seem to work well with hiberation.

Hibernation really doesn't buy you much. The PC powers down, when you power it up it reboots and starts Windows and then restarts any programs you had running. Other than the running programs it isn't any different than just the normal power off and restart. This was designed mainly for those that are in the middle of a large project and have to power off, or leave the PC, for whatever reason and it keeps from having to restart the project from the start when the PC is powered back up. For 99% of the users it's not really applicable.
Standby, as noted, was originally designed for Laptops to conserve battery power. Standby can cause flakey problems on many machines. I recommend to all my clients that they don't use it. The only thing that I do is "turn off" the monitor after 1 hour if there is no activity. Nothing else. Some of my clients have run into problems turning off the disk drive(s).
