Teredo Tunneling Adapter code 10 and no internet
Can I access the MS Teredo Tunneling Adapter driver on another pc and then transfer to to PC with no internet access?

No. Internet access is not required but a Router is along with peer to peer networking. On really old machines with XP you can use Netbeui with a Hub. RFC 1918 numbers do not translate to IP6 nor do they route.
