I ain't makin' any promises about whether this works or if it will completely screw up your computer, but check the freeware listed
HERE and you'll find something for slowing down a fast computer.
I realize that I'm relatively new and inexperienced with computers but why would you want to slow one down?

Playing old DOS games comes to mind. Apogee's Crystal Caverns, and Duke Nukem 1, are impossible to play on a pentium 2-300 without one of thses programs to slow things down.
