what would be a good video card that i can get for the dell dimension 2350. anywhere between 60 and 100 dollars.

This really depends on the type of usage you are expecting for the "good video" card on your Dell Dimension 2350. Unfortunately, the Dimension 2350 lacks an AGP port, which will leave you with a severely limited amount of choices to pick from.
You will have to get a PCI video card. I will assume that you will be doing the most video intensive things, such as gaming. One particular good card you can get within the $60 - 100 price range is the following:

nVidia GeForce FX 5700LE chipset
128MB DDR RAM
It's a good card, with the highest consumer level graphics chipset you'll probably find on an old school PCI formfactor video card. I just wish there was a 256MB, but 128MB should be just fine.
