"Welcome" Screen'Boot Time Startup Question

My friends and I just finished building a computer for another friend of mine.  In every respect his computer should be faster than mine, and as far as I can tell we have everything set up identically: same number of programs starting in msconfig, same number of microsoft services set to automatic/disabled/manual, Bootvis optimizing run on both systems, etc, but my compter starts about 10 seconds fast than his.

The only difference I can see is that during the "Welcome" screen below the word Welcome his computer runs through "loading your personal settings" and a few other things while my computer is completely blank except for the word Welcome.  We suspect his computer takes longer to load up because it has to load his personal settings, but for some reason mine does not.

I already ran "control userpasswords2" on his machine and set it to log on to his account automatically, but what other user settings should I configure to decrease his boot time?
