i can not find a fix for this and support is not to helpfull........
i usually restart before i shut down...i real pain.....but i hope when i upgrade to xp it will fix this

Hi, I had this problem and this worked, my computer has shut down properly ever sense. Open your Norton, Go to Options/Auto-protect(#)/Advance. Go down and find where it says Floppy Disk Scans,, Uncheck "scan floppies for boot virures when shutting down Windows" then click ok. THis should solve your problem, WITHOUT dissableing Norton.
What model computer do you have? This sounds like a BIOS problem. Go into the BIOS setup and change the option for power down. You should have choices like - Off, Last State, etc. Since you don't say what model you have, I can't tell you exactly which setting to use, or how it will be listed in the BIOS setup for your model.
I have a "new" "refurbished" 8200 Dell with a 1.7 processor. Came with a network card, but just got that into use over Thanksgiving weekend. Soon after this the problem started.

I had the same problem and went to selective startup and the startup function. I unchecked everything I didn't need. It has worked for me every time I shut down.
Hope this helps. A technician talked me through it.
