Hi RyHirsc,
Please share the system model.
Do you get a single beep at Dell logo?
May I know the issue for which you are trying to restore the computer to factory defaults?
Recovery partition would not work if you have tried changing the partitions by adding, deleting, or resizing it, so even if Ctrl+F11 works, the restore process may abort without attempting to restore the image.
You may also run hardware diagnostics to ensure the correct functionality of system hardware. To run diagnostics on your computer:

Dimension 3000 Ive ran the system diagnostics and it does nothing. Every time I hit the control and f11 key it beeps. The main account and all of the files and programs on the system are hidden and can only be accessed in safe mode. When I log into the other admin account the main account isnt visible and in safe mode Im not able to modify either account. The system is still running xp sp3. I want to restore it to factory settings to clean any errors and problems that slow and effect the system.

Hi RyHirsc,
Ideally CTRL + F11 at Dell logo initiates the PC restore on computer. You may check if the system has the Dell DSR image on computer by performing the steps listed below:
Start > Right click My Computer > select Manage > Storage > Disk Management > Check for Dell PC Restore by Symantec (DSR) image.
Size of partitions vary & the DSR image partition tends to be between 3 & 5 GB (depends on computer & amount of Dell pre-installed software)
If the image is present, you may try to re-install Windows XP from 'Boot DSR' file. For more information on this, you may check the video below:
Please share the findings.
