You said when you press the test button on the back of the power supply you can hear fans spin up? If that is the case you do have a motherboard failure, because if it was the power supply, pushing the test button would cause nothing to turn on.
I removed the ram start and reinstalled same problem no signal on the screen or on the key board the front pwer I could shut the power form it but I could not start only from the back test button on the Trans I remove the video card and test it on different PC it worked I have no ID what to do next any suggestion please advise

Typically an orange power light indicates a power supply or motherboard failure.

From your steps it does sound like it is the motherboard.
