battery not charging

I have an Inspiron 8600 with Windows XP.  I just received a new battery this afternoon from Dell.  I've had it in the computer with the AC adapter plugged in for the last 3 1/2 hours and it has not charged more than the 11% it had when I put it in.   What's up?

The old battery was not charging.

Unplug the adapter from the system. Is the LED on? If yes, it's OK. If not, replace the adapter. If the adapter is OK, you have a mainboard problem - could be the power jack or the power circuitry.

If the old battery was charging, the new battery is likely faulty. If the reason you replaced it was that it wasn't charging, the battery is not at fault: the cause is a faulty AC adapter or a faulty system board, not the battery.

The LED is only intermittently blinking.   Battery is now at only 9%.   How long are adapters supposed to work?

If the LED isn't steady on when the notebook end is unplugged, replace the adapter.
