Hi,
Unfortunately, the Inspiron 3520 isn't one of the systems we tested and confirmed would work with Windows 10, so we won't be releasing any drivers for it (at least, no time soon, if ever).
Do you know what brand, make, and model you have as your CD ROM drive? If you search for Device Manager in Windows 10 you may be able to find the make and model listed in there. Although, you may not since the system isn't recognizing / running the drive.
You could also go to our main support site and input your service tag. When the pages refresh you'll see a link for "original configuration" which should list your optical drive. Since those SKUs are based on sales setups you may have to search a bit to find it.
Once you find the make & model you may be able to go to the manufacturer's website and find an updated driver or firmware for the CD ROM to work with Windows 10.
Let me know what you find out. Hopefully you'll find something relatively easily.
