Complete system failure

Hi-
I've posted here before about my motherboard and cpu frying. I bought a used motherboard a tech put in and said was functional. I just tried installing the cpu last night, but when I boot up the only thing that happens is the cpu fan spins. I get no video, no boot sequence, no beeps, nothing. The only other thing that happens is I get a LED flashing orange orange orange green. I don't know what that means. Is my CPU bad?
Thanks
-Ben

Check the ram and the orange led is a bad battery.

Ram bad, ram slots bad, ram not seated fully, hdd or floppy or cd drive loading the power or bus (remove them), cpu not seated and locked, any other pluggable peripherial.  The tech was probably right.  What system are we talking about?

Battery is probably right. I don't get the flashing light when I take the battery out and run solely on AC. However I don't know what 3 orange mean. I know it flashes orange once when the battery is really low, but never 3.

Main problem is still that it won't even post. Can this be anything other than a bad CPU? The guy who put the new motherboard in said everything was ok except for the Cpu, so I'm guessing its that.

Any help would be great.

Its the inspiron 5100, same system with all the heat issues. The heat fried my cpu and motherboard. I replaced the motherboard(bought a used one) and the computer repair guy who replaced it said everything checked out except the cpu was busted. I just bought another one, and it didnt do anything, I removed the battery, RAM, and CPU and turned it on. It stays on, but I get no video and no beep sequence or LEDS. I put the RAM in and tried and then the CPU in and it does the same thing. The RAM I think is ok. I'm thinking the CPU is bad that I bought. Would there be no video though if the CPU wasnt working? I checked the video card jumpers and everything appears to be seated correctly.
Thanks for the help.

No cpu, no action, no video.  Check out the ram, and are you sure you got the correct type of cpu?  It has to be a desktop P4.

According to my i5160 manual alternating power LED (between orange and green) is a battery that is to hot to run...

Im almost positive that the ram is ok. I bought the CPU from someone who pulled it from a 5100, it didnt say it was a mobile p4 so i assume it was a desktop one. Also, the writing on the chip doesnt say pentium 4 m. I'm sending the cpu home so my dad can have it tested. But with no cpu it won't post, and it does the same with the cpu. Will it do that if I have a good cpu but bad ram?

With no or bad ram, it will turn on for a second or two then turn off.  Leds will light but go off when it powers off.

It would turn on for about 3 seconds then turn off when the motherboard was bad. Now I have a new motherboard and it stays on when powered on. I get no video and no posting though, which makes me think its the CPU.
