Ctrl-Alt-Del on laptop not working

Question

Is it normal for the Ctrl-Alt-Del (warm boot) keys not to work on the inspirion cpi-a series laptops?

Thank you for using Dell's Community Forum.

The keys should work.
How have you determined that they don’t?
You should run the Dell diagnostic program and see if the keyboard passes.
If it does not pass, you will need to contact us for a repair.

I have been able to determine the ALT keys do not work at all, both keys.  Now what do I need to do?  Please advice.  Thank you!
