Dell laptop underperforming badly

Hello. Can anyone explain how on earth does my Dell laptop Inspiron 6400 underperform so badly while playing games, even very old ones. Old Counter-Strike is slow if i use even a little higher resolution (like my desktop resolution 1440) with like 30-40 FPS and Halo 1 wasnt working all the time with a decent FPS even on 1024 resolution.

Specs:

Intel Core2 CPU 1.66 GHz

2 GB RAM

ATI Mobility 1400x

Windows XP

I know the ATI cards have driver issues, but at the moment I am using 8.471.0.0 catalyst with the control center. Maybe some better drivers, but how to get them because ATI doesnt provide them anymore. The Dell page gives a link to some 2006 drivers!
