Hi skeets41,
May I know did you install operating system on the computer after installing the new hard drive?
Also, run diagnostics. (Turn off the computer and then hold down the FN key and the power button to run the diagnostics and please check if you get any error messages).
Awaiting your response!

Hi skeets41,
Try to reseat the hard drive on the computer and check if the issue persists.
If the issue persists, check in BIOS if the hard drive is detected. Restart the computer and tap F2 on Dell logo.
If the hard drive is detected in BIOS, try to use the windows operating system disk and check if the operating system setup begins.
Awaiting your response!
