Dell Touchpad App

Problem is oversensitive touchpad - would like to disable tap-to-click
System=Vostro Notebook 3400 product;Windows 7 64-bit
Installed and reinstalled the latesttouchpad driver for the machine below:

Synaptics Synaptics TouchPad
Release Date: 3/16/2010
Version: 14.0.19, A00

I can open the Dell Touchpad application by clicking on the
Dell Touchpad application from the taskbar icon,
but when I click or double click the Touchpad Settings icon in the
Touchpad application I get only an icon blink; I cannot get access to
the touchpad settings adjustment screen.
