What do you mean LED1, LED2 and LED3???

LED on the right hand (from left to right): Power, HDD, Battery
LED on the desk (near MD button, from left to right): Numlock ON/OFF, Caps Lock ON/OFF, Scroll Lock ON/OFF, Wifi, Bluetooth.

The Leds: http://img239.imageshack.us/img239/4961/shortcuts3uz4.jpg

Te battery, HDD, Ram are OK.

I have tested it on another Inspiron and works fine.

The computer starts randomly, the DELL test said "all is ok".
But the 50 percent of the start the computer don't boot. (no bios screens, nothing..only led blinking)

Thanks

Here is a link to the page in the service manual that tells you how to remove and replace the memory.

<ADMIN NOTE: Broken link has been removed from this post by Dell>

Basically reseating is taking it out and then putting it back in.

I don't know but considering the cost of the battery vs anything else it might be worth a shot.

do you have one memory chip or two chips? if you have one , try to insert it in a different memory bank , for example if it is inserted now in DIMM A , try putting it in DIMM B , if you have two memory chips , take one away , and keep testing with just one chip by re inserting it in each bank , and for sure test your notebook after each try. sometimes in the Inspiron 6400 a memory bank goes bad while the other one is working.
