Assuming we are talking about a Dell OEM copy then I am not sure the Microsoft links will work. Buried in the small print will be a referral back to the computer manufacturer if you provide an OEM key. I believe you need to contact Dell in the country of purchase, but maybe worth a shot at Dell UK.
However I would simply borrow the most recent Dell Vista Home DVD I could find among friends and family or neighbours and copy it. They are all the same excepting service pack level - hence more recent is better. I guarantee somebody close by has one.

You'll need to contact Dell in the country where the system was purchased.

Yes if you can get a friend with a Dell Vista Home Basic DVD (even one without service packs 1 & 2). You can copy the disc to a folder on the desktop and use vlite to slipstream service pack 1 and service pack 2. Finally use vlite to create a bootable .iso, burn it to DVD and you will then have an up to date vista home basic SP2 disc which you can boot via BIOs for a reinstall of vista.

You can contact Dell and they should send you a free copy of the disc. The important thing is that you still have the product key so as long as you have a Vista disc you're fine. You can also try downloading Vista onto a disc and using an iso burner to burn it to a disk and then install it, using your product key.
