E5530: Adjusting Fan Speed
Model: E5530
Processor : i5-3320M
BIOS: A15
Mainboard: 91C4N
OS: Windows 7 Ultimate 64-bit
My question is, how do I adjust the fan speed on the Latitude E5530?
I first attempted to adjust the fan speed with the Dell Feature Enhancement Pack, adjusting my Thermal Mode Power Settings to Quiet. No change in speed was recorded by HWiNFO64 (or by loudness); it reported 3200 RPM before and after the adjustment.
Next, I tried the Dell CCTK Configration Wizard, and created an .exe with modified fan settings - the log showed that the fan options are "not available or cannot be configured through this tool". I am a novice to this tool, and am unsure how to properly use the CCTK.
If I'm unable to modify the fan speed, I will have to have it warranty repaired, as it is very loud and disruptive - starting up at only ~50C and remaining on for a lengthy period of time.

Update:
The word from Dell is that there is no plan to allow custom fan control.
Do not purchase this model if you would like a quiet environment, as demonstrated by both my own experience - and from notebookcheck's 2012 review: "Noise level simply isn’t one of the Latitude E5530’s strengths. In fact, it stands out as one of the loudest notebooks around."

I bought a E5440 based on a review of a similar E6440 model on NotebookCheck where they said the fan was quiet... They must be deaf! There's a long thread on here about the E5430 which was even worse and despite all the complaints fan control was never improved.
The fan control on all recent Dells is so dumb, basically an on/off switch with the minimum speed being sky-high. On mine it cuts in at 50C and refuses to switch off until most temps are near or below 30C. This is despite the CPU handling temps up to near 100C.
If you're in a warm room it's near impossible for it to get the temperatures that low so the fan drones/whines away at 3,000rpm, even though the air coming out of the vent is cold.

Worst thing is you can't override it using a third party utility like SpeedFan. The BIOS is constantly monitoring the fan speed and sets it back to what it thinks is best.
BIOS power management seems to be completely broken as the Windows thermal/power controls do nothing and the machines are all stuck on a default "Cool" scheme.
Some people say that setting thermal modes is working in Windows 8 but I'm sceptical. Until the thermal profiles have genuine differences in fan speed and temperature thresholds we're stuck.

My recommendation for people with the same issue is to e-mail support, and request that a BIOS update which addresses the above issues be released.
