Error code 0xc000000f Recovery Error

Question

My Dell Inspiron 17R - 5720 crashed.  I bought it in December 2012. I get a blue screen that reads: Recovery Your PC needs to be repaired A required device isn't connected or can't be accessed. Error code 0xc000000f You'll need to use the recovery tools on your installation media.  If you don't have any installation media (like a disc or USB device), contact your system administrator or PC manufacturer. I do not have any recovery tools that I am aware of.  I inserted the 'Drivers and Utilities' disc but nothing happened. Any suggestions? Thanks!

It suggests that you turn off secure boot (UEFI) in the BIOS to continue with your recovery.
