File i\386\ntkrnlmp.exe could not be loaded. The error code is 7.

Can someone give me advice on the above referenced error message.  I have been on the phone with Dell tech hardware support and software support (I purchased the 239.00 year of support) and I am getting no where!  The CD is NOT scratched, I have run every diagnostive I can and everything passes. 
 
Inspiron 9300
2gig of DDR2 533 MHz 2 Dimm
100GB Hard Drive
 
I formatted the drive and reset the partition to a single partition and I can't get XP to install.

can u load up into windows?

or are u reinstalling BECAUSE u cant load into windows?

No I can't.  I am trying to do a clean install of Windows XP Media Edition from Dell.  It is after the Windows setup window initializes and I get the error first thing.

Also, I have used numerous other Win XP discs that give me the same story.  It's not a scratched disk.  I am going to update the bios.  I also retested the memory with Memtest86 v. 1.30 and everything passed.

I finally got through to the hardware tech and they are sending me 2 sticks of memory.  I won't get them for about 10 days.  I am not holding my breath but I do feel a little better.
