Inaccessible_Boot_device

I've seen many posts related to this error message on the "Blue Screen". However, I am unable to apply any of the suggested answers.  I have a Dell Latitude laptop. I am unable to bootup. I get the blue screen. I have a Dell Re-installation CD, but I can access the CD drive, as it is one of those detachable drives.  When I edit BIOS to indicate boot from cd-rom I am unable to change the settings.   Any ideas?

if the hdd is still seen in bios then you really need to run the dell diagnostics program as it sounds like you may have a bad hdd.

1.  I'm not sure if the BIOS is reading the hard drive. I don't see any information that would tell me. But if it is reading hard drive how would run the Dell Diagnostics?  None of the function keys seemed to be operational. I only have the re-installation cd?
 
2.  If BIOS is not reading hard drive, then what is my next recourse?

I have tried the various methods (F6, +, right arrow, U, etc) to change the boot sequence in bios of my dell lattitude CSx H500xt     BIOS Version: A13.   Boot Device won't change at all to CD drive.
 
If i take hard drive out then pc boots from cd-rom. But will get blue screen with hard drive in.
 
Any ideas?

The hard drive has failed. Replace it with a new one - just about any EIDE notebook drive 9.5 mm high and 2.5" will work as a replacement as long as you stay at or under 120G.

I take it there is no way to salvage the data that is on the hard drive?
