Inspiron 1000 Boot issue

The laptop is having trouble getting past the initial post test just after i press the power button. I have removed all the removable items and it booted consistently. I got to the point where every removable was reconnected, but the screws were still out and the long little plastic cap that holds the keyboard down. It still booted fine, then i screw-ed it up and checked it again, still ok, but when i put the plastic cap on it won't post.
 
I've done this several times with the same results. I've completely disassembled the system, cleaned it using canned air on it, and visually inspected it. Nothing stood out. So i put it together step by step, and when i got to the point of putting the plastic piece back on, it won't post again.
 
Any suggestions would be appreciated.

don't put the plastic back on! HEHEHEHE! Kidding. It may be something is getting disatached by one of the clips on the plastic. Try it with each clip and see if one of them is causing it.

With the hinge cover off, check near the AC connection on the left side if there is a small piece of what looks like silver foil hanging over the AC socket. If it is visible it will sometimes short out the system. Remove it or adjust it. You can also check the LCD cable connection at the LCD. If it is loose it will cause your system to not post.
