First thing: secure boot must be turned OFF to allow a USB boot.
Second: the USB flash drive must be setup for GPT (UEFI requires GPT boot).
Third: be VERY careful in running any older utilities on the system from a USB drive - especially if they're not UEFI-compliant. You can damage the data on the drive by doing so.

Thanks, secure boot is a new option to me. The last time I amended the boot sequence the options were floppy disk, hard disk and CD drive!
