Hi,
Welcome to the Community. If you have just reinstalled windows, then first check how to install the drivers in the correct order or some devices may not work properly.
support.dell.com/.../document
The Inspiron 6400 goes with 3 types of Wireless cards. ( Any One )
Dell Wireless 1390
Dell Wireless 1490
Intel pro Wireless 3945
Download the correct drivers from support.dell.com, drivers and downloads, enter your service tag, and under network you will see the wireless drivers.
Thank you
Royan

Ah I've just installed quickset, i now have the buttons on the front working and the brightness control.
The graphics card still shows up in the device manager and the scroll thing on the sides of the trackpad don't work

I see the problem with the wifi card, i had installed the driver for the intel on but in fact its the Dell Wireless 1390 one, i uninstalled the intel stuff and installed the driver for 1390 and I'm on the internet.
I was worried about the order of the drivers but could never get a decent article that showed them, thanks for that link.
The problem now is to get the buttons along the front of the laptop that have volume play pause etc to work, the display adapter mobile intel 945 is also showing up that windows cannot load the device driver code 39, so i can't dim or brighten the display.

Did you install the touch pad driver?
The one listed on the dell site for your model is very old www.dell.com/.../DriverFileFormats
You can get the latest synaptic driver from www.synaptics.com/.../drivers
