Inspiron 9100-Please HELP

I recently sent my laptop into Dell because my computer would not turn on at all. After I sent it it, they replaced the mother board. I got it back, and it only worked for a day. Turned it off, and then went to turn it on again and NOTHING. The green light does come on as if the computer was going to turn on, but nothing happens.

I took out the battery, the ac adapter, etc and still nothing. When I checked the lights on the battery, only 1 comes on.

Do you think I need a new battery? What should I do?

Light + noise is good, sort of.
Take out the HD:

and start the computer. If you get an OS missing error, you isolated the problem, is the HD.

Edit: While there, try also to remove the CD/DVD unit:

if the HD does not change nothing. Those are the only items that will generate noise in the boot process.

I'm sure is not the battery, orelse Dell would tell you to buy a new one, instead of replacing the motherboard.
Did you removed the battery and plugged only the power source, to see if you have power (light on)?
I remember in one of my previous Dell's, I had to press the power button 50-60 times until it kicked On, after 2 years of usage...
I got it cleaned by Dell and everything was back to normal.

Took out the battery, and pluged it into just the ac adapter....tried to turn it on, and the green light went on like it was going to turn on, heard some noise, and then nothing.

What do you think?

I did all that, and I even went as far as to take out the cd/dvd drive, battery, etc....and then tried again. The light came on, and some noise, but it didn't fully turn on. So, I know it's not a hard drive or any other hardware issue.

Do you think I should return the computer to Dell, or can I take it to a lap place to fix it?

Is it still under warranty? If yes, return it to Dell. Make sure you get a confirmation number where it says that if your laptop is returned without the HD or CD drives, to have it replaced by a new one.
I saw people getting laptops back without those parts...
