Inspiron 9400 Battery problem

Hi I have a strange problem with my battery if I unplug it from the computer wait a few minutes put it back in then my computer won't boot, if I plug in the cable then the charging led is blinking 3 times orange and one time green but won't charge, when I unplug it back start
