Intel Speed Step / Turbo Boost problem

Hello, I'm kind of new here so just ask for more details if i am lacking!

I have a new Dell xps17 laptop with the i7-2720QM processor running windows 7 professional

It is said to run at 2,2ghz and speed step up to 3.3ghz.

Using the Intel Turbo boost monitor 2.0 i can see it self stepping from 2.2ghz down to 700mhz (when not in use) but i NEVER see it step up to 3.3ghz. ANyone have any idea WHY this is? or how i can enable the processor to access the 3.3ghz level of processing

I have Tried Stress Testers on my CPU on all 4 cores (maxes at 2.2ghz) and One core alone using prime95, the Dell stress test & OCCT and still the intel speed turbo boost monitor reads 2.2ghz.

Sorry if this isn't too clear but if you need anymore information please ask!

Thanks alot!

There is no switch or direct control to have the processor increase its clock speed.  The system will only increase its clock speed when the workload is such on the system that Windows decides that it needs more power. Also each core on the processor may have its clock frequencies increased or depending on need only a single core may be running faster. It depends on the software that is running. So unless you are testing while the system is stressed and your tests are checking for each core and not the processor as a whole they may never show more than the normal clock speed.
