Did you actually uninstall the camera programs or just delete the driver. The driver will be reinstalled when you boot if the programs are still installed.
There are two camera programs that need to be un-installed using the uninstall feature in the Control Manager. Deleting the driver will not do the job. You can also DISABLE the camera in Device Manager. The control programs will still be present, but won't activate the camera.
If you want to use an external camera, it's software will allow you to select which camera will operate.

i deleted it but still reinstalls its self
