Hello Sanjay. Give this a shot:
#1
Remove the battery, and charger cable, then hold the power button down for 30 seconds.
Put the battery and charger cable back, try booting up in diag mode (hold Fn key down, and press power button).
#2
If this does not work, the next thing to try would be to re-seat the RAM. D830's have a RAM slot behind the keyboard as well. Make sure if you have a RAM stick in there, re-seat that too.
#3
Anothe possibility is the CMOS battery is dead. If you open the back cover, you'll see a small coin battery connected to the mother board. If replacing that and trying #1 again does not work, you most likely have a shot motherboard.
Just wondering, Is the charger charing the battery ? The battery should have a charge indicator on it, its a series of small LED's on the battery itself. Pressing the small soft button next to those LED's should tell you how much charge is there on the battery.
