Check if same happens in Safemode with networking. Restrat the computer and tap F8 at Dell logo and select Safemode with networking. Check if the issue persists.
Did you run diagnostics on the computer?
Ensure that the computer is connected to an electrical outlet that is known to be working properly.
Turn on (or restart) your computer.
When the DELL logo appears, press (f12) immediately. Select Diagnostics from the boot menu and press (enter).
NOTE:
If you wait too long and the operating system logo appears, continue to wait until you see the Microsoft Windows desktop; then, shut down your computer and try again.

In safe mode it is working fine. But I can not always use my laptop in safe mode.
And for the second query I have gone to Diagnostics and everything is fine over there.
