Latitude C840, weird speedstep-issue.

In short, the following is the problem :
 
Each time I start the  computer, the CPU works at the correct CPU-speed, 2,2GHZ.
The moment I load a program that requieres some amount of CPU(like photoshop), the loaded program stops to load(or slows down). I check the CPU and it works at either 1.18GHZ OR 645MHZ.
So the reason the programs start to respond slowly is obvious.
I have installed all recent and obvious software like the latest bios, the speedstep fix, the latest chipset drivers and so on. I doublechecked the in the bios and the Maximum CPU setting is ok.
 
To get the CPU back to it's normal 2,2GHZ I have to re-install the speedstep driver and it works for some minutes, or until I load another program.
 
Has anybody experinced these problems?
 
I will greatly appriciate some help on this:)
 
And, oh by the way, I have installed Speedswitch XP, and it gives the same results as I get.

If you get the same results in SpeedSwitch XP,  then I would hazzard a guess that you have thermal issues.  Are you running I8KFANGUI?  If not,  try adding that,  at a minimum to monitor your CPU temp.  See if it is getting too high (over 80C IIRC) where the CPU protection code kicks in to prevent you from damaging your processor.

You could also have a problem with the power "sub-system" not providing enough power to run everything at the higher demand,  so the system automatically slows the processor down to meet the demands of the system.  IIRC,  this was discussed a year or two ago,  but most of the people having that problem only had the issue when running on battery.

i have a latitude c840 , good machine by the way, recently i isntall xp pro sp2 and my bios is a13 p4m 1.8 ghz, in the biosI have the option speedstep option set to maximun performance and maximun battery on battery , that means i have intel speedstep working or i have to download the patch from dell ?
