I'd imagine not a very easy task, since the USB controller is a surface mounted chip.
I've been using a Compaq USB 2.0 Dual port Cardbus card (Compaq/HP model number: CPQUSBCB ) to use external USB devices. (RS-232, External Drive bays (CD-R/W , external/changable ATA-133 drives, etc.).)
The drawback, the card requires an external +5V adaptor, if the device needs more than the +5V supply through the cardbus socket. I've had a problem with my CSx Laptop's USB 1.1 port socket, Becoming unsoldered. (which led to the need for the PCMCIA/Cardbus card.)
Again, Not a simple task unless you know just where the solder is going, without shorting things.
I've also had problems, with the USB 1.1 port, using external ATA drives.. From time to time, it will corrupt the filesystem (FAT-32, Forgive me.. When XP SP2 crashed my Optiplex GX tower, I returned to my Millinium roots.).. Yet, it never did with the 2.0 card.
One note, NO driver comes with the card. I've tricked the CSx/ME into thinking it's a NEC USB Hub (E13+ ), and so-far, it hasn't flinched.

Psuedox,
Thank you for using the Dell Community Forum.
The Latitude CSx supports USB 1.1.
