Latitude E5550 not starting

I am asked to do a start up repair.  I do so and the start up repair just runs without end.  It says Windows is loading the files, it starts the repair process but nothing happens.

Does your computer boot to the Dell icon or into windows ?

It momentarily shows the Dell icon and then goes a black page and says recovery error and it gives the option to start normally, which does nothing but get me back to this page or do a start up repair.

It starts that process, says Windows is loading files with a progress bar then back to the Windows error recovery page.

If I choose start Windows normally, it goes to black scene with starting Windows. The drive light is on and I wait.  Goes to the dell logo and then back to the Windows error recovery page.

Thank you.  I tried starting in safe mode, it goes to a window where it

says it is "loading Windows files."  It does this for a bit and then goes

to another screen that says "Windows is loading files" with a progress

bar.  Then it goes to a "startup  repair" window. This step has proven

useless as it just runs forever and then comes up with a message that it

can't find the problem or some such thing.

What I have to start considering is looking into a way to somehow acces a

file directory where I can pull files off in the case this thing cannot be

started.

I have tried F8 and safe start and F12.  I tried a diagnostic and for the

pre-build assessment build I got an error code 0123, msg error code

2000-0123

I then ran a SATA disk test and got an error code 0f00-1332 and some info

about an IRQ in block 652544 did not happen. There's a bunch of these.

No Events found!
