M1330: Blinking (blue) battery indicator

That's standard. When the battery is totally (or almost totally) discharged, the light will be solid. When it has almost reached full charge, it will blink (like yours is doing), and when it is totally charged, the light will not come on at all. BTW, this information is in your Owner's Manual.

This is called trickle charging.  Usually, the last 20% of the charging phase is thru trickle charging.  Even cell phones use this.

FWIW, though, I think this is backwards -- I think the light should flash while the battery is charging, then stay lit when fully charged, so you know that it is done charging.  (I have a tricky Kensington universal charger which requires the plug to be slightly angled to charge my XPS, so I don't always know whether the battery is done charging or the adapter is not connecting.)

 

On my old Toshiba laptop, the light was amber while charging and green when fully charged.  It doesn't get any simpler than that.

Actually, On Dell computers, the charging indicator light is exactly as I stated. When the battery is being charged from a depleted state, the battery charge indicator light is solid. When it approaches approximately 85% charge, the indicator light flashes every few seconds. When the battery reaches full charge, the charging indicator does not light at all.
