monitor "sparkles", possible short?

hi,

I have an inspiron 8000. i have had it for about 3 years and i noticed a few months back that the screen occasionally "sparkles." it is not a flicker, it is random pixels that sparkle in no particular pattern.  It seems if i adjust the screen angle and even tap the corner of the computer it can either help the problem or make it worse. 

I dont believe this is a refresh rate issue, since movement of the screen and tapping sometimes helps.  I dont think it has anything to do with windows b/c it does it no matter what is on the screen, including the dell splash.  Sometimes the "sparkling" is very bad and makes using the computer difficult, esp. for reading text.  I was thinking perhaps it was some kind of short or something.

Ive been told that fixing a problem such as this would cost more than simply getting a new computer. So my questions are this:

sorry about the double post, i accidentally hit the tab key twice ( i was trying to indent)

what i wanted to say was that i have some specific questions

1)  what is this problem and can i fix it without having to purchase a new monitor or computer (my warranty is expired)

2) if i do need to purchase a new monitor, can i do that without having to buy a whole new laptop?

I would try attaching an external monitor when you get this problem. If the external monitor shows the same "sparkles," it's likely the video card. If the sparkles only show up on your laptop's screen, then I would try re-seating the flex cable:

Remove the plastic bezel above the keyboard and reseat the flat video flex harness under there - it is loose.
