My Bluetooth mouse not working properly

I bought a xps1530 laptop last month and i opted for a dell Bluetooth mouse.

but the problem I am facing is every time when I restart my laptop I need to add the mouse.

can't it directly connects to the laptop when it is turned on.If yes please tell me the procedure
