my computer won't turn on

My computer won't turn on.  This is the message I get, when I turn on my computer: "Windows could not start because the following file is missing or corrupt: system32/hal.dll.  Please re-instal a copy of the above file".  I don't have a cd with that exact title, and am afraid to re-install windows (incase I loose all my files).  Can you help me?
Thanks

I had the same issue before. Just have to reformat and reinstall.  Your missing more than the hal.dll

There's a MS article about this. http://support.microsoft.com/kb/314477/en-us You might be able to avoid a complete reinstall.
