New question about my motherboard replacement.

I finally got my 1150 motherboard installed and I purchased a 90 watt Targus AC Adapter for this computer, but now when I press the power button, the computer seems like it wants to power up, but all that happens is the Power light glows green and the Numlock/Scroll Lock lights flash on and off green for about 10 seconds and then the system shuts down.  I know that I still have to get a new heatsink because my old one from my 5150 does not fit the new motherboard (the old board had a four pin slot, the new has a 3 pin slot).  What should I do next to get this machine back up and running?

If you don't have one, you're going to need to order a Dell adapter.

Is not having the correct heatsink causing my computer not to want to start up properly or is it another component?  Also whenever I try to turn on my computer with no RAM in it, it does the same thing that happens when it is in, but instead of the Numlock/Scroll Lock lighting up, the Capslock/Scroll Lock both stay green until the system shuts down.  What does that mean?

If the heatsink isn't locked down, the system will not start. Neither will it run with no RAM.

I have the old heatsink in the computer, but it's not hooked up to run the fan, so I don't know if that's what I need to buy to get it to power up properly.

The fan needs to be connected to the mainboard. You will also need an OEM Dell adapter, as a third-party one won't communicate with the board and battery.
