No secure boot option in setup

Thanks in advance all.. I'm trying to install Windows 10 on my old Inspiron with Phoenix Securecore tiano.  Secure boot options is missing.  Any thoughts or help?  This is a brand new hardrive.

Secure Boot requires UEFI -- and therefore a relatively new system.  If the system is in legacy mode -- or old enough to be BIOS-only  (no UEFI), secure boot cannot be used.  The disc must also be in GPT format.  What model system is it?
