Processor Speed

I noticed that when i go to the control panel and click on the system icon it displays my processor speed and ram amount, but it says my processor speed is 1.73mhz 798mhz im not sure what the 798mhz is, but when i play a game like age of empires III it warns me that my processor is only at 800mhz and that it isnt the required amount to play the game,  my guess is that my processor is faster than 800mhz but what can i do to make it run up to par?

Before you start your game open the Dell quickset program and select maximum performance.

I dont know if we can edit, but I'll just add here what the steam console says me when I open it up while in maximum performance mode.

I have the same problem, over Cs:S they tell me I have a 798mhz processor while I have a 2.0GHZ.
 
I've tried with the dell quickset to turn to maximum performance but I still get the 798mhz.
No Events found!
