Studio 1537 Windows 7

I am having a problem every time I need to do a restart on my Studio 1537.  It will not restart to the Dell screen, it restarts to a blue screen.  I have to shut it down and restart it several times before the Dell screen finally comes up, and then it says it did not shut down properly and do I want to start normally or in the safe mode.  I had Windows Vista 32bit installed before when it started doing it,  I have replaced the hard drive and reinstalled a new Windows 7 64bit OS and it still does the same thing.  I'm leaning toward something with the motherboard, or hardware drivers, outside the hard drive.

Anyone out there know what the problem might be?
