If it's a BIOS password, you will need to call Dell with the registered owner's information (and unless the system is under warranty, there will be a charge for the call).

If it's the Windows password, remove the drive, mount it in a 2.5" external case and attach to a working system to retrieve the files.

If it's a hard drive password, you're out of luck for an inexpensive means of recovery - these cannot be removed outside of sending the drive to a data recovery company that can remove the password and recover the data.

factory restore is quickest and fastest  F8 at bootup

otherwise, you will need to re-install Windows from scratch

On my Dell Inspiron Windows 7 laptop, I lost its administrator login password without any prompt. To regain access computer, I used Windows Password Recovery Ultimate from http://download.cnet.com/Windows-Password-Recovery-Tool-Ultimate/3000-18501_4-75811412.html to create a password reset disk and remove lost password in minutes!
A bit late but the Windows Password Recovery Tool Ultimate is great, very easy to use ( I use it via a USB stick).
