unmounted boot volume error and more!

I have an inspiron 8100 running win xp sp2.  I'm getting an unmountable boot volume error and according to microsoft ( http://support.microsoft.com/default.aspx?scid=kb;EN-US;q297185) the problem is due to a damaged file system.  But the big problem is that i can't boot from the CD-ROM.  I've changed the boot order in the bios, tried using f12 to boot from the cd and even disabled everything in the bios except for the cd and it still won't boot to the cd.  There are two seperate cd-drives and I've exhausted all options on both drives.
 
I need help.  I'm out of ideas.  Also there is no floppy so that option is out as well.

 have just recovered from exactly that problem. Sheer persistence in my case and the CD eventually ran. It took many many many ....many attempts.

Reseat both the hard drives and the fixed optical drive.  Remove them, then firmly seat them back in.
