VERY SLOW START UP

I BOUGHT A USED INSPIRON 4000.  IT TAKES 10 TO 15 MINUTES TO START UP WHEN I TURN IT ON.  CAN ANYONE PLEASE TELL ME WHAT I CAN DO TO GET THIS TO A NORMAL START UP TIME.  OR AT LEAST, TELL ME WHAT WOULD CAUSE THIS TO TAKE SO LONG.  I HAVE INSTALLED WINDOWS XP HOME EDITION ON IT AFTER I BOUGHT IT.   THANK YOU

How much RAM does the system have?

Good question about the RAM.

Another thing you might want to look into is checking the system for viruses and spyware. This is one of the largest threats that I come across on systems with poor performance. You can scan online through services like www.trendmicro.com and remove both spyware and viruses.

Normally those online or even installed AV scanners will not usually get rid of all spyware/viruses but it's a good place to start.

The next thing would be to remove uneccessary programs from your startup. If you are familier with working with your registry continue otherwise you may not want to do this as deleting wrong entries in your registry could cause your OS not to boot or load properly.

Anyway, click Start, Run, type regedit then hit enter.
Browse to this location in your registry:
HKEY_LOCAL_MACHINE\SOFTWARE\MICROSOFT\WINDOWS\CURRENTVERSION\RUN.
From within this directory are most of your startup items. You can safely remove MOST items but make sure you understand what you are deleting before you do it. Example you can delete a QuickTime startup item but you shouldn't delete a hardware driver or antivirus entry.

Hope that helps! Sorry for the complicated instructions.

When you installed XP, did you do an upgrade or fresh install? If you did an upgrade, I would recommend doing a fresh install.

Consider upgrading to 512MB (256MB x 2).

I personally would recommend at least 1GB, but your Inspiron does not support that much; 512MB seems to be the maximum memory supported.

EDIT: Dell's price seems to be ridiculously expensive. I think I have a few extra, email me if interested.
