The code means a bad or absent processor (CPU).  If you've moved a 9400 CPU to a Vostro 1510, that's what you'd see, as the CPU is incompatible.

Be more specific about the problem.  Have you in fact tried the 9400 CPU in the 1510?  If so, remove it and reinstall the original CPU - it will not work with the newer system.

If you've installed the memory from the 9400 in the 1510, remove it as well - it may be too slow for the 1510 CPU.

If you put everything back in the 1510 that you originally had in there, and still see the same problem, then you either have a bad CPU or a bad mainboard.  Whether it's worth replacing either is up to you - neither will be particularly inexpensive to replace.

The hard drive, assuming you reload Windows once you move it.

The processor isn't compatible.

The RAM is the right type but depending on the CPU in the Vostro, may be too slow to use.  Don't count on using it.

The mainboard is far more likely to be the problem than the CPU - but if you have not yet tried reseating the CPU (remove and reinstall it), that would be a good next step.  To do this you must have some thermal compound on hand - once you break the seal between the CPU and heatsink, you must clean both parts thoroughly and apply new thermal compound.

If that doesn't solve the problem, the next step would be a new mainboard.  One word of advice on this model:  it was available with both nVidia and Intel graphics.  The nVidia chips were well known to be of faulty design - if you replace the board, do so with an Intel version (you'll need a new heatsink assembly to switch from nVidia to Intel video).

With original parts....I have not installed any CPU or RAM or Mainboard until now...I just think about the replace and wait for a good decision

The video is useless without the answer to the original question - is this what the system looks like with the original CPU and RAM installed?

just now i tried...but no result. I point that Video Cheap and CPU are produce heat.. Is this mean CPU and Cheap are on good condition and fault in Mainboard?

It's not necessarily definitive, but CPUs very rarely fail.  Mainboard do so commonly.
