1707 Powersave Backlight Issue

I'm curious if anyone else has had a problem like this, and if so if I can get pointed in the right direction.
 
I have an Ultrasharp 1707FP, connected via DVI to a GeForce 4 Ti 4200, running Windows XP w/SP2
Once the monitor reaches the inactivity time limit as set in the Power Options Properties -- Power Schemes it alternates between having the backlight on, and the backlight off, at seemingly random intervals (most around 4 seconds).  While it isn't a huge problem for me (I am getting into the habit of just hitting the power button when I leave the desk), if there is a simple fix I'd like to apply it, and if it's a defect I would like to replace it.

Do you have a pny gforce 4 ti 4200? I used to have one but it just recently blew a capacitor. After I replaced the video card the power save mode worked constantly with the new video card I baught. When I was using my old pny card the power save mode to turn the monitor off after a set time would randomly work. I don't think it is the monitor. I replaced mine with a radeon 9600 pro. You could just get used to just turning your monitor off. That is what I did untill the video card died.

Also does the entire monitor shut off where the on button turns green to orange color or does just the back light turn off and you can still see the images on the screen? Then it would be the back light on the monitor if the power light stays green.
